Groundedness
Groundedness governs whether a note has been personally reviewed and accepted as stable enough to carry release output.
A note is either ungrounded or grounded. Released is not a note status. Release inclusion is recorded by the release manifest or public version record.
This note governs the review state that makes a note eligible for release output.

Groundedness becomes recognisable where a note has been reviewed closely enough to distinguish stable Atlas placement from ungrounded growth or release-ineligible material.
