Regulation names carrying maintained within condition. Where constraint names the bounded availability that carrying produces, regulation names the condition through which carrying continues within those bounds — maintaining participation without losing the conditions required for carrying to hold. Regulation does not name control or enforcement; it names sustained carrying within condition.
